I have an idea. Before the World War II, the government of Imperial Japan had an organization of secret police, called Tokubetsu Koto Keisatsu, or "Tokko" in short. The name itself means "special high police." It was established on August 21, 1911. Tokko's purpose was to suppress "dangerous thoughts," such as anti- emperor, anti-goverment movements, just like gestapo in NAZI. Their primary target were communists, socialists, anarchists, leftists, labor unions, various religious groups other than shinto, and Koreans living in Japan. Numerous innocent citizens were accused for blasphemy against the emperor or a violation of Public Peace Keeping Act. Tokko tortured and interrogated suspects so severely that many lives were lost. Tipping off were also encouraged. Officially they had to regulate right wing movements, however, Tokko itself intended politcal right. So nationalists and yakuza were free from Tokko suppression. In addition, some of them were hired by Tokko to harrass labor unions and Koreans. Tokko was independent of the normal police, and Tokko detective could command normal police detectives. As usual, Tokko and normal police were at odds with each other. Tokko was secretive, and feared by normal police detectives. Zaibatsu (megacorps) hated Tokko, too. Tokko didn't consider economical affairs and often break away from corp's control. Even high commenders of army, who were the most powerful in Japan those days, couldn't ignore Tokko. Tokko was dessolved on October 4, 1945, by the direct order of Douglas MacArthur, the commander of the occupation force. Why not Tokko revived when Japan announced the creation of the new Japanese Imperial States? In 2056, Tokko detectives should be equipped with sony cyberdecks to hunt down neo-anarchists. They will censors every bits of 'formal' matrix traffic, and even 'informal' crypted data exchages can be threatened. Metahumans, ORC, and Tir-affiliates must be their target, too. They are nationalists, monarchists and political rights. They might have a strong tie with yakuza. California is their playground. Here is Tokko's structure diagram in 1944. In 2056, new Tokko should have similar structure.
